Title 5 System Inspectors & Soil Evaluators
Every property transfer in Massachusetts needs a Title 5 inspection, and every septic design or upgrade needs a soil evaluation. Only people on MassDEP's approved list — maintained by NEIWPCC — can legally do either. Below are the people registered to a Cape Cod town, sourced directly from that list.
What "System Inspector" and "Soil Evaluator" mean. A System Inspector (SI)
performs the Title 5 inspection required before most property transfers — the pass/fail check on
an existing system. A Soil Evaluator (SE) does the deep-hole and percolation testing
used to design a new or upgraded system. Some people hold both credentials; many hold only one.
Neither inspecting nor evaluating outside this list is valid under Title 5.
This list is not exhaustive of who's available on Cape Cod — only of who's
registered to a Cape Cod town. NEIWPCC's full statewide list includes inspectors registered
in Boston, Plymouth, Worcester and elsewhere who may still take Cape Cod work; this page can't capture
